It goes without saying: Night Rating means flying in the dark in accordance with VFR (Visual Flight Rules) conditions.
you will be trained basic skills for 5 hours. Subsequently, you will fly with an instructor at night 5 times.

Unfortunately, in the Netherlands it is not allowed to fly VFR at night.
In the Netherlands this is only allowed as a flight lesson.
In the countries around us it is allowed to fly in VFR conditions at night.
